In the establishment of the Bureau and its objectives and composition

Article 1 An

independent financial control body called the Audit Bureau shall be established and attached to the Council of Nation.
Article (2)

The SAI shall primarily aim at achieving effective control over public funds by exercising the powers vested in it by this Law and in the manner indicated therein.
Article 3

The Bureau shall be composed of the President, Under-Secretary and Assistant Undersecretary, and a sufficient number of professional staff in accordance with the provisions of this Law. A Vice-President may be appointed, and more than one Undersecretary and Assistant Undersecretary may be appointed, depending on the need and requirements of the work. In the application of the provisions of this law, the necessary number of non-technical staff and employees of various categories and grades shall be attached to the Bureau.
Article 4

The Bureau shall consist of departments, supervisors, sections and divisions whose composition, organization, number and scope of competence shall be issued by a decision of the President of the Bureau.[:ar]

في إنشاء الديوان وأهدافه وتشكيله

المادة رقم 1

تنشأ هيئة مستقلة للمراقبة المالية تسمى “ديوان المحاسبة ” وتلحق بمجلس الأمة.

المادة رقم 2

يهدف الديوان أساسا إلى تحقيق رقابة فعالة على الأموال العامة وذلك عن طريق ممارسة الاختصاصات المخولة له بمقتضى هذا القانون وعلى الوجه المبين فيه.

المادة رقم 3

يشكل الديوان من رئيس ووكيل ووكيل مساعد، وعدد كاف من الموظفين الفنيين وفقا لأحكام هذا القانون. ويجوز تعيين نائب للرئيس، كما يجوز تعيين أكثر من وكيل ووكيل مساعد للديوان تبعا لحاجة العمل ومقتضياته. ويلحق بالديوان العدد اللازم من الموظفين غير الفنيين، في تطبيق أحكام هذا القانون، والمستخدمين، من مختلف الفئات والدرجات.

المادة رقم 4

يتألف الديوان من إدارات ومراقبات وأقسام وشعب يصدر بتشكيلها وتنظيمها وتحديد عددها ونطاق اختصاصات كل منها، قرار من رئيس الديوان.
