In the SAI staff system

Article 34
The President of the Bureau shall be appointed by an Emiri decree based on the nomination of the Speaker of the National Assembly and the approval of this nomination by the Council at a secret meeting and after the approval of the Council of Ministers. The President shall be treated in the same manner as the Minister in terms of salary, pension, other allowances and financial benefits and in terms of the indictment and trial system. He may not be removed except with the approval of the majority of the members of the National Assembly or by a decision of the competent disciplinary authority in accordance with the preceding paragraph.
Article 35
The President of the Bureau may not, while in office, pursue any other public office, or indirectly practice a free profession, industrial, commercial or financial work, nor may he contribute to commitments made by the Government, public institutions and bodies or combine his function with membership. Article 36
The President of the Bureau shall assume the technical and administrative supervision of the work of the Bureau and its staff, and shall issue the regulations and decisions necessary for the organization of the Bureau and the management of its activities in accordance with its competencies set forth in this Law.
Article 37
In the event of the appointment of a Deputy Chief of the Bureau, the provisions of the first and third paragraphs of Article 34 of this Law shall be applied and shall be treated as a grade B employee in terms of salary, pension and other financial benefits.
Article (38)
The Undersecretary and the Assistant Undersecretary shall be appointed by an Emiri decree upon the nomination of the President of the Court and with the approval of the Speaker of the Council of Nation and the Council of Ministers. The provisions applicable to the technical staff of the SAI in this regard set forth in this Law shall apply to them in terms of the system of accusation, trial and pension referral.
Article 39
The Deputy, Assistant Undersecretary and Assistant Undersecretary shall assist the President of the Bureau in organizing the Bureau and conducting its work in accordance with the internal regulations of the Bureau issued by a decision of its President.
Article (40
) Except for the functions of the Deputy, the Undersecretary and the Assistant Undersecretary, the appointment in all other functions of the Bureau, as well as the selection of specialists and experts in its affairs, shall be by a decision of the President of the Bureau.
Article (41)
The President of the Bureau shall have the powers of the Minister in respect of the staff of the Ministry in general and the authorities granted to the Minister in respect of the employees of his Ministry. The industry has more powers than other ministers.
Article 42

Article (43)

Article (44) A
committee shall be established in the Bureau to look into the affairs of its technical staff, which shall be chaired by the Undersecretary of the Bureau and the membership of the Assistant Undersecretary and three senior staff of the Technical Bureau in the order of their seniority. The Chief of Personnel of the Bureau shall act as its secretariat. In the case of the absence of one of them or the existence of a barrier to replace him in the seniority.
Article 45
The Committee referred to in the preceding Article shall be competent to consider all employment matters pertaining to the staff of the Technical Bureau and shall have the powers vested in the Personnel Affairs Committee in accordance with the laws and regulations pertaining to civil public functions and shall issue its decisions by an absolute majority. The Committee’s proposals for promotions shall be submitted to the President of the Bureau for approval by a decision without the approval of the Staff Office.
Article 46
No one of the Bureau’s staff may be transferred to another party or assigned to perform his job in another party except with the approval of the President of the Bureau.
Article 47
A Supreme Committee shall be established in the Bureau, which shall have in the affairs of the Bureau staff the powers conferred by the laws and regulations of the Council of Ministers and the Bureau of Employees in the affairs of employment for other civil servants of the State. 2. Chairman of the Committee on Financial and Economic Affairs of the National Assembly. 3. Chairman of the Legislative and Legal Affairs Committee in the National Assembly. 4. Head of Fatwa and Legislation Department. 5. Chief of Staff. 6. Under-Secretary of the Audit Bureau. In the absence of the Chairman or one of the members or his inability to attend, he shall be replaced by a person who performs his duties in the absence of him in accordance with the regulations of the entity that follows it. The Chief of Personnel at the Audit Bureau shall act as its secretariat. The meetings of the Committee shall be valid only in the presence of a majority of its members. Decisions shall be made by a majority of those present. If the votes are equally divided, the opinion of the Chairperson shall be considered as abstention.
Article 48 The
internal regulations of the Bureau shall regulate the procedures and rules for disciplining and investigating the technical staff of the Bureau.
Article (49): It
shall be responsible for the prosecution of the staff of the Technical Bureau, a disciplinary body composed of the following: 1. Head of the Fatwa and Legislation Department as Chairman 2. Under-Secretary of the Audit Bureau Member 3. Under-Secretary of the Personnel Bureau. Who follows him. The disciplinary trials of the staff of the Bureau shall apply the procedures, rules and penalties prescribed in this regard for all other civil servants of the State.
Article (50)
All the rules and provisions stipulated in the Civil Service Law shall apply to the employees and employees of the Bureau.
Article 51
The head of accounts and his assistants and the head of personnel affairs and his assistants at the Audit Bureau shall be affiliated with this Bureau and their functions and grades shall be included in its budget.
